Whether you’re importing an iPhone from abroad or purchasing a non-registered device locally, understanding the PTA tax process is essential to ensure your phone remains operational in the country. This article provides a detailed guide on what the PTA tax is, how much it costs for different iPhone models, and how you can pay it.

What is PTA Tax?

The PTA tax is a mandatory fee imposed by the Pakistan Telecommunication Authority on all mobile devices that are imported into Pakistan. The tax is part of the Device Identification Registration and Blocking System (DIRBS), which aims to regulate the use of mobile devices in Pakistan, curb smuggling, and ensure that all phones are legally registered and compliant with local regulations.

Why is PTA Tax Important?

If you plan to use an iPhone that hasn’t been registered with the PTA, it’s important to note that your device could be blocked from using local SIM cards. This means you won’t be able to make calls, send messages, or access mobile data on any Pakistani network. To avoid this, you must pay the PTA tax to register your device.

How Much is the PTA Tax for iPhones?

The PTA tax for iPhones varies based on the model and the method of import. Below are some estimated tax ranges for popular iPhone models as of the latest updates:

iPhone 15 Series: PKR 180,000 - PKR 195,000

iPhone 14 Series: PKR 150,000 - PKR 180,000

iPhone 13 Series: PKR 135,000 - PKR 160,000

iPhone 12 Series: PKR 125,000 - PKR 150,000

iPhone 11 Series: PKR 90,000 - PKR 120,000

iPhone SE: PKR 50,000 - PKR 70,000

Please note that these amounts are subject to change based on government policies, so it’s advisable to check the exact tax amount on the PTA DIRBS portal before proceeding with your purchase or import.

How to Check the PTA Tax Status of Your iPhone

Before using an iPhone in Pakistan, it’s important to verify its PTA registration status. Here’s how you can do it:

*Dial 8484#: This USSD code provided by PTA allows you to check the status of your device. Simply enter your IMEI number, and you’ll receive an SMS indicating whether your device is registered or if any taxes are due.

How to Pay the PTA Tax for iPhones

If your iPhone requires PTA registration, there are several methods to pay the tax:

The advisory highlights 14 vulnerabilities, including 10 denial-of-service (DoS) flaws that can lead to system crashes and heap overflow. These vulnerabilities present a serious threat to Pakistan’s telecom networks and could have severe consequences if exploited.

In response, the PTA has urged telecom operators and network administrators to take immediate action to address these risks. Recommended steps include applying the latest security updates for Cisco IOS, IOS XE, and Access Point Software, as well as implementing monitoring systems to detect any unauthorized access attempts.

The PTA also advises reviewing and enhancing access controls to limit access to critical network devices and services. This will help minimize the risk of unauthorized exploitation and ensure the security and integrity of Pakistan’s telecom infrastructure.

In the face of economic challenges, including foreign exchange fluctuations and rising inflation, the GSMA has urged policymakers in Pakistan to implement several critical measures to support the telecom sector. These recommendations include reviewing and stabilizing the forex rate for license-fee payments to reduce currency risk and facilitate business planning, extending the payment period for license fees to 10 years to alleviate fiscal pressures, and removing sales tax on affordable mobile phones to encourage long-term growth in the sector.

These recommendations are detailed in the GSMA report, “Realising Pakistan’s Aspiration to Become a Digital Nation,” launched at the Digital Nation Summit in Islamabad. The report highlights that taxes on service providers, consumer devices, and services in Pakistan rank among the highest globally, which hinders network investment and disproportionately impacts the most vulnerable populations.

The report emphasizes Pakistan’s potential to unlock significant economic growth through accelerated digital transformation. It recognizes the country’s progress in mobile connectivity and smartphone adoption while outlining the steps needed to fully realize these benefits for its citizens. However, achieving these goals will require substantial reforms.

One key issue identified is the high taxation on essential telecom services, including a 15% Advance Income Tax (AIT) and a 19.5% sales tax on mobile services. These taxes create significant barriers to digital inclusion, particularly for low-income households. The recently passed Pakistan Finance Bill has further complicated the situation by imposing sales tax on low-cost mobile handsets and a hefty advance tax on telecom services for certain taxpayers, while also requiring mobile network operators to disconnect services for non-compliant users.

To avoid undermining digital inclusion and access, the GSMA recommends removing the sales tax on affordable mobile phones and reducing the advance tax on telecom services to encourage wider adoption. By introducing incentives and educational programs, the government can also promote voluntary tax compliance. Additionally, exploring alternative revenue streams could support the growth of the digital economy without compromising essential services.

As Pakistan prepares for a 5G spectrum auction scheduled for early 2025, the report stresses the importance of adopting a sustainable approach to spectrum pricing. Currently, the spectrum cost in Pakistan is high, and the Average Revenue Per User (ARPU) has been declining. Therefore, a rational pricing strategy is crucial to ensure that operators can invest in network expansion, deliver affordable connectivity, and bridge the digital divide.

Another concern is the practice of denominating spectrum costs in US dollars, which exposes operators to significant currency devaluation risks. The depreciation of the local currency leads to higher spectrum fees when converted to US dollars, complicating business planning and affecting revenues and consumer prices. Policymakers are urged to consider denominating spectrum payments in local currency, aligning costs with the operators’ local revenue streams.

The report also highlights the uneven adoption of smartphones across regions, which risks leaving large segments of the population without internet access. While smartphones are the primary means of accessing the internet, they remain unaffordable for many. The government has introduced a smartphone financing policy aimed at improving access for lower-income groups by offering installment-based financing options, although this policy is still awaiting cabinet approval. Despite these efforts, more needs to be done to increase smartphone adoption and affordability across all regions and demographics.

The GSMA also raises concerns about the negative impact of Service Restrictions Orders (SROs) in Pakistan. Such restrictions violate individual rights, disrupt businesses, and damage the country’s reputation in managing its economy and attracting foreign investment. Instead, the GSMA advocates for initiatives like the “Always-on Network Service” (AONS), which ensures accessibility for critical mobile applications, such as financial services and emergency communications, even during network shutdowns. The AONS project has already seen success in trials, with JazzCash remaining operational during a network shutdown for Moharram, allowing over 5,000 users to complete transactions.

In conclusion, the GSMA’s report outlines a clear path for Pakistan to achieve its digital transformation goals, but it emphasizes the need for strategic reforms and supportive policies to ensure that the benefits of digital connectivity are accessible to all citizens.

The mobile industry in Pakistan has seen considerable growth in recent years. However, this growth has been accompanied by a surge in the availability of IMEI patch phones and JV crack phones, with high-end devices being sold at unrealistically low prices.

In response to this alarming trend, the Pakistan Telecommunication Authority (PTA) has issued a new alert to the public about counterfeit mobile phones. PTA urges buyers to remain cautious and prioritize purchasing original devices.

Protecting Consumers

To safeguard consumers, the PTA recommends the following:

Buy from Reputable Sellers: Ensure that phones are purchased from trusted and reputable sellers.

Official Warranty: Confirm that the phone comes with an official warranty.

PTA Stamp: Check for a PTA stamp on the phone’s packaging.

Verify IMEI Number: Ensure that the IMEI number on the phone’s box matches the one in the phone’s settings menu. The IMEI number is a unique identifier for each device.

Purchasing Tips

PTA advises that all devices should ideally be bought in their original packaging. Buyers should compare the IMEI number on the phone’s box with the one displayed in the phone’s settings to verify authenticity.

Checking Phone IMEI in Pakistan

To confirm a device’s IMEI number and check if it is PTA-approved, follow these steps:

Visit PTA’s Portal: Go to the PTA IMEI Check portal.

Send IMEI Number: Send your IMEI number to 8484.

Use the DVS App: Download the DVS app from the Play Store and check your phone’s status.

Additional Advice

The telecom authority also advises being cautious of high-end phones sold at unusually low prices and sellers who do not provide a warranty.

By following these guidelines, consumers can protect themselves from counterfeit phones and ensure they are purchasing legitimate, PTA-approved devices.

The PTA clarified that any blocking of VPNs is carried out lawfully, following the directives of the Government of Pakistan and within the established legal framework.
The PTA highlighted that VPNs can be whitelisted through an automated process available on both the PTA and Pakistan Software Export Board (PSEB) websites. This process is designed to support and safeguard IT services and online businesses in the country, ensuring that legitimate users can continue their operations without any interruptions.
This statement from the PTA follows comments made by Chairman Major General ® Hafeez Rahman. On Thursday, he informed the Senate Standing Committee on IT & Telecom that the PTA has started the whitelisting of VPNs to prevent unauthorized services from operating in the country.
He also noted that while VPNs could potentially be blocked nationwide, such a measure would negatively impact businesses.
