12 months criteria is only for watch time and 1000 subscribers have no time frame limit. For example, if you’ll complete the watch time within 4 months with 1000 subscribers then you’ll be eligible to start earning from YouTube.

dear sir, I’m confused with one thing… being freelancer, would I have to make new profile every time on Instagram and fb or YouTube for every client we would work for or we would be promoting there products on our business profile?

During freelancing, you don’t have to create new profiles according to the client’s business. Because whenever client will hire you he’ll provide you with the admin/advertiser access for his social media and for Youtube related projects client will give you manager access for his channel.
